NJROTC SCHOLARSHIP PROGRAM
Glenview Council, Navy League of the United States
Glenview Council of the Navy League of the United States establishes two one-year scholarships to be awarded annually to graduating seniors in the Naval Junior Reserve Officers Training Corps program at Illinois High School District 214, based at Wheeling High School.
Background
One of the missions of the Navy League of the United States is to support youth programs. Local Councils are essential to meeting the mission and goals of the Navy League because citizen patriots involved in Council activities serve to, among other things, support the youth of our communities by giving time, talent, and money to Naval Junior ROTC units. Scholarship programs are one way of achieving the mission and goals.
Glenview Council adopted the NJROTC unit at Wheeling High School and provides support and encouragement to its cadets. To expand that support, Glenview Council is responding to a request from the Naval Science Instructor to establish a scholarship program. Many cadets have the academic ability to succeed in college, but lack the financial resources to achieve their dreams.
Scholarship Terms
Two one-time scholarship grants of $500 are available to graduating seniors in District 214 who is currently in good standing in the NJROTC program in the District. The scholarship grant will be presented in the form of a check made payable to the college or university the recipient plans to attend. In the event the recipient’s plans change, the check can be reissued to the new college or university. If the original recipient does not enter college or university within seven months of graduation from High School, the scholarship may be awarded to another applicant at the discretion of Glenview Council
Application Process
The President of Glenview Council shall, each year, notify the Naval Science Instructor at Wheeling High School that it is accepting applications for the scholarship. The notice will include the evaluation criteria and a due date for all applications. The Naval Science Instructor will, in turn, provide written notice to all eligible NJROTC cadets in District 214.
Applicants should submit a one-page narrative addressing four evaluation criteria:
Academics. A brief statement regarding academic achievement, with a copy of the applicant’s latest transcript attached.
Character. A brief statement demonstrating that the applicant is of good character. Specific examples are a big plus (e.g., good citizenship awards, recognition for devotion to a cause, recognition for honesty and integrity).
Community Involvement. A listing and brief description of activities in the applicant’s community – school, church, or civic groups and activities.
Leadership. A brief description of roles in leadership positions, or other leadership experience.
A short cover letter may also be submitted. Applications must be received by Glenview Council, Navy League of the United States, P. O. Box 351, Glenview, IL 60025 by the due date.
Evaluation Process
The President of Glenview Council shall appoint each year, a Scholarship Evaluation Committee, and designate one committee member as Chair. It will be the Chair’s responsibility to distribute copies of all applications to committee members, arrange a meeting to review the applications, and schedule interviews with applicants. The duties of the committee shall be:
Review the submissions of all applicants.
Conduct interviews of up to five applicants. In the event that more than five applications are received, the Evaluation Committee will select the top five applicants for interview based on the scoring described below.
Interviews will be conducted in person at Wheeling High School, unless other arrangements are made and agreed to by the committee in advance.
Each applicant will be rated on each of the four evaluation criteria and the interview. Each of the four criteria and the interview will carry a weight of 20% in arriving at the final score.
The Evaluation Committee may consult with the Naval Science Instructor, other school official, or community leader as it deems appropriate.
The final score from each Evaluation Committee member for each applicant will be added. The applicant with the highest total score will be declared the winner.
In case there is a tie, Evaluation Committee members will rank the tied applicants as first (one point), second (two points), and so on if more than two. The applicant with the lowest number of points will be declared the winner.
The Chair of the Evaluation Committee will notify the President of the committee’s decision, which will be final. Any unresolved issues in the evaluation process will be decided by the President of Glenview Council.
The President will notify the winner and the Naval Science Instructor. All applicants will receive a congratulatory letter from the President of Glenview Council.
The scholarship will be presented at the Annual Awards program conducted by NJROTC Wheeling in the spring each year if practicable.
